David, if your citizenship belongs among 53 eligible citizenship that are allowed to enjoy 144 hour visa free transit, then you do not need a visa for a third country when that country offers visa on arrival.

Also, your itinerary is definitely eligible for 144 hour visa free transit, but you should take care that you do not have any additional landing within mainland China on both of your flights. Separate tickets are perfectly allowed and accepted.

Also, since Hangzhou belongs to Shanghai wider transit area, you can arrive into Hangzhou, but beside Hangzhou you can depart for Phnom Penh even from other airports, like Shanghai that are located within the same transit region.
