Unfortunately, Thai citizens are eligible for 5 days Shenzhen VOA only if they were granted a Chinese visa before. So, if you were granted a Chinese visa in the past, you can approach Luohu border crossing (open until 16:30) and you will be granted a visa under the condition that you can present your passport with that old visa inside. If you have never been granted a Chinese visa, you will be refused a 5 days Shenzhen visa.

Also, you should know that by obtaining a Shenzhen visa, you are not allowed to travel to Shanghai, but just to stay and move within the Shenzhen administrative borders. I'm sorry.
