Kazakhstan not eligible for 5 S.E.Z. port visa

Attention to everyone with Kazakhstan passport: the immigration refuse port visa for Kazakhstan passport holders without explain any reason. Checked 7 April 2023 in LuoHu and Huang Gang . Don't waste the time

That is correct. Kazakhstan passport holders were never eligible for any of Chinese VOA and this is clearly mentioned on this website. I'm sorry and hope that such an attitude will change soon.
