Singapore passport holders do not need a visa for entry to Mainland China (including Shenzhen) for tourist purposes for stays of up to 15 days.0

As I know, the 15-day visa free visit policy for Singapore passport holders has been suspended and the suspension has not been lifted yet.
Since they were eligible for the 15-day visa free visit, no people spent money applying for the 5-day shenzhen VOA in real life. So it's not clear to me as you are eligible for it or not right now. You'd better consult China embassy for details.0
