VOA is not available in any cities along the border between Vietnam and China. Currently, only Shenzhen, Zhuhai and Xiamen are open for that, at their airports and some land ports. However, it is not ensured everyone can get it. In your case, you are highly advised to apply for a China visa before coming here.
