About:Exit Regulations of China

My passport has been given to the local goverment for a new residence permit.
I plan to be at home during Christmas. Due to several lockdowns it is unsure when they can process my new passport. Is it possible to leave the country without passport but with the confirmation document they gave me that they are processing my passport?
I will then let my collegues send the passport to the Netherlands so i will have it back before my return flight to China.
