

Making a new visa in China without a cancellation letter.

My residency permit from my Z Visa has just expired (2021. 12. 08.) and I can't get a new visa for China because my Ex-Company hasn't cancelled my work permit from my first Z Visa. I want to know how I could get a new Visa here in China.
Some details:
I had a work visa until now, but after leaving my last job, my previous company intentionally didn't give me a cancellation letter. I left my last company back in 2020 December.
Since then I found a new job, but my new company couldn't make me a new work permit since the old one wasn't cancelled. I contacted my ex-company to get them to cancel my work permit. They claimed they already did, but they didn't. I even hired a local law firm in Beijing to make my ex-company cancel my work permit with no success so far. We even took the case to court.
I was at the PSB Exit and Entry Administration office in Beijing and they didn't allow me to make a new Visa (even a Q2 visa since I am married, or any other kind of Visa) because I still have a work permit from my last company which is Valid until March 2022, because I couldn't get a cancellation letter from my ex-company. My last company tried their best to ruin my life in China, and it seems they might succeed.
I am married now and I need to stay in China and get a new visa, but I am not sure what to do.
Is there a way to get a new Visa? Is there a way to get a new Visa while I still don't have a cancellation letter for a work permit valid until March 2022?
