Visa overstay

My friend overstayed her 90 days of her visa due to the world pandemic but the visitor visa is not expired. So the exit bureau in her city fined her and gave her the visa extension and she has to leave the country. Does this mean she is blacklisted. Can she apply for another visitors visa and does she have to state thet she has ever oversyaed her visa in the new application form?

If she overstayed for a long time, it is quite likely that she is blacklisted. She can try to apply for another visitor visa anyway and it is necessary to state that she has ever overstayed her visa in the application form.
