Are Q1 Visas being processed?

My wife is working full time in China Xian, she got the residence permit, because of covid I didn't see her for a while so I need to move on and live with her, are they allowing the Q1 visas for now?

I'm afraid you still need to wait for more days. By now, they only issue for the family members of those who have China Permanent Resident Permit.
