Visa Application and Consulate Reopening

Hello, I've applied for an M visa multiple times but have not been able to get into the Consulate due to the current COVID-19 pandemic. I will be teaching in China for EF English First. I was issued my work permit/PU letter a couple month ago. Although, my PU letter is about to expire. I was wondering if the San Francisco Consulate will reopen after the June 15th reopening of California? Lastly, will the Consulate take into consideration the long wait due to the current pandemic when it comes to making their decision on whether or not to approve visa applications with expired PU letters?

1. There is still no information about when the consulate in San Francisco will be open again. But you can write to visa.sfgmail.com to consult the visa issues.

2. They may ask for the valid PU letter.

I have emailed them multiple times in the past couple months. The first two times, they said that they weren’t accepting regular visas applications at the time. I sent an email last month and this month but no reply back. Im assuming they may be getting ready for the reopening on the 15th or their just backlogged. Trying to call the Consulate is no help because no one answers and left a message but no reply back.
