Visa for China from Macau

I've seen this official notice from China about possibility of getting a visa in Macau to enter mainland China. What does this really mean?

Yes, it’s good news. Foreign residents who have been stayed in Macau for more than 28 days or have been vaccinated with China's domestic Covid-19 vaccine may apply for mainland China visas for business, visit, work, personnel, family visit, private affairs and tourism.

Dear Cloe, Canadian passport with Taiwan resident permit. Can I go to Macau take a Chinese vaccine n then apply China visa to go to China ? Pls help with details if possible. MANY THANKS in advance.

Neither Canadian passport holders nor Taiwan resident permit holders can enter Macau except people engaged in epidemic prevention and other emergency cases. I’m afraid that you cannot go to Macau, so the new policy might not apply to your situation.

Just curious if this is true for me. I am an American citizen living and studying in mainland China wanting to switch to a work visa. Can I go to Macau to change to a z visa, as an America? What all is required? Is a PU letter required since I have a valid residence permit? I also have been inoculated with Chinese vaccine.
