Getting Q1 or Q2 visa in China

My son is in China right now and got married with Chinese resident. Is there any chance that he could get Q1or Q2 visa while he is in China. And if can, where? Thank you in advance. Best regards.

It's possible to get a Q1 or Q2 visa at the local exit and entry administration.
