HK PR holder travel from Malaysia to HK - any approval letter needed?

Dear Sir/Madam

I am a HK PR holder who is back in Malaysia to visit my mother who was hospitalised. I am now planning to return to Hong Kong and was informed by the travel agent that I would need to apply for an approval letter from the Chinese Embassy in Malaysia to exit Malaysia and enter Hong Kong during this pandemic.

Could you please direct me to the department/person in charge (with contact details) and the documents I need to submit for application for the approval letter?
