applying from uae for 144-hour visa exemption transit

I am an Afghan national holding business in UAE. I have valid visa of two years. Can I apply for 144-hour visa-exemption transit by visiting China from UAE?

No.1. TWOV is suspended2. You're not eligible to use TWOV at any time as Afghanistan is not on the list of qualified countries.3. China don't allow any tourists at the moment as their border is still closed for tourists.
