Travel arrangements to visit Hong Kong

May I know the current travel arrangements for Singaporeans to visit Hong Kong please? If there is special reason such as my niece has just given birth and my sister would like to travel to HK to look after her (during her confinement period), can she seek permission to travel to HK? If so, how do we go about doing so?
