Can US citizens fly into china from Portugal with Q2 visa?

I am a US citizen currently in Portugal and want to go to China. I have a Q2, but it is no longer valid due to the pandemic (it was issued before the pandemic).

However, I am able to re-apply for a new Q2 visa. If all goes well with the application, am I able to visit China flying from Portugal?

I have family in Beijing, so I will visit there. But I have heard that I cannot quarantine in Beijing, is that true? How do I choose the city to quarantine?

You can contact the Chinese embassy in Portugal to see if you are eligible for flying to China from there. Which city you will land and go through the quarantine depends on your flight.
