Parcel containing dry food items

Hello
My friend tried to send parcel from Lhasa, Xizang to England, UK in August 2020, but it was blocked in Beijing and returned to Lhasa. It contained barley flour. do you know why it was returned?

As I know, it is allowed in general. Perhaps it is just in an unexpected situation. You are suggested to consult the staff of the local post office.
