Q2 vs residence permit

Recently China began allowing citizens from certain European countries with Chinese residence permit to apply for visa. I am wondering what this means for people without residence permit. If someone has a Q2 visa, but not a residence permit, does this change not apply to this person? Can a Canadian citizen with Q2 visa reapply for a new visa right now in order to enter China?

I'm afraid they can't, because the visa change is mainly applicable to those who work in China or need to stay long time with their Chinese family members. However, Q2 is only for short stay. Anyway, you can contact the Chinese embassy to see if you are eligible.
