Passport Expiring soon but can't go home because of COVID 19

Hi,

My friend has a passport that will expire in a week and has already started the process of renewing it with his Embassy. He is a student
there and has a resident permit that will also expire in a week. He was supposed to go back home and renew it but because of COVID 19 he has not been able to get a flight. The renewal process here is going to take longer than he has before the passport expires it turn out. So what can he do in the mean time to not be staying here illigally? Can he still get a visa extension or something?

All visas and permit types have an automatic extension of 60days. 60days after the permit expiration he will need to either leave the country or get a 30day "stay permit" or a "single use" visa that is normally 30 or 60 days. He can then get 30days extensions off of this visa. He can apply at his local exit/entry bureau within 7days of needing the new extension or visa. Please confirm these options with the exit/entry bureau before hand as different countries have different rules applied to them. Another option is hong kong. You cannot fly to hongkong, but can fly to shenzhen and enter hk through shenzhen bay. If his country is visa free for hk for at least 16days, he can do the 14day quarantine in hk and fly out of Hong Kong as there are more flight options there.
