As I know, the 15-day China visa-free for Singaporean passport holders have not been resumed yet. However, you are eligible for the 5-day Shenzhen Visa on Arrival. Please note that you can only stay within Shenzhen for at most 5 days.

If not, you'd better apply for a visa in advance.

Is this true for American Passport as well? We are visiting Hong Kong and would like to take a day trip or two to Shen Zhen. Can we do the Visa On Arrival for this short visit?

Yes, it is also eligible for American passport holders. You can get the 5-day Visa on Arrival in Huanggang, Shekou, or Luohu (Lo Wu) Ports. However, the queuing lines are generally long in front of the office and you need to wait for at least more than 1 hour. The opening hours are 9:00-16:30, and try to get there as early as possible.
