Chinese visa to visit the embassy of a country whose embassy is not in Pakistan

Hi,
I need to visit the embassy of norway in China to apply visa for norway coz Pakistan does not have the embassy of norway. On what ground I should apply chinese visa and do i need some letter from embassy of norway in china?
