Can you apply for the Z visa if you are not in the country of the embassy you are applying from?

I am trying to apply for the Z visa, however I am in UK and I want to to apply for the visa from Uganda. I am planning to send all the documents over to Uganda for a third party to apply for me.

Wayne, generally speaking, you must apply for a visa in the country you are physically in. So I advise you to apply for it from the UK. However, due to the pandemic, the visa office in both UK and Uganda may be closed temporarily, so you need to wait for a while.
