i want information for my daughter

My daughter is in university in China. She is waiting for her Permanent Residence Card. She wants to come here to Canada because of the new Coronavirus. What can she do?

She can apply for a permanent resident travel document at the Canada visa application center in major Chinese cities. If she is under quarantine, however, then evacuation is the duty of her country of citizenship.
