Visa extension for my kids

My kids tourist visa will expire on 2/9. I feel very unsafe traveling with my young kid due to the corona virus. Is it possible to get a visa extension in this current situation? Are offices open? Due to the circumstances will this be an issue if my child overstays on their visa? Flights to U.S are being cancelled as well. Thank you and I hope for a response soon!

Offices should be open as of February 5th. If your children have a 10-year visa, an extension of stay may render it invalid. There are no special measures so your children would have to pay fines for overstaying. Under the current circumstances you should not remain in China anyway (especially if you are in Guangdong or any province that borders Hubei).
