About:Visa on Arrival

I am a dual passport holder of both USA and Canada. I entered Hong Kong with my USA passport.

Is it possible to enter Shenzhen with my Canadian passport to avoid paying the high USA fee? Thanks!

Yes, you are perfectly ačlowed to do that because Hong Kong and mainland China have separate immigration policies.

You should keep in mind that you will also use your Canadian passport to exit mainland China and after that you will switch to your US passport.
