Conflicting advice on the need for a visa

Following advice received on this website re the need for a visa when our cruise which included leaving Japan and arriving in Tianjing for 16 hours before sailing out to South Korea, I contacted CBIT Visas who said that to not require a visa I would need to sail into Tianjing and then leave by plane to be eligible for not needing a visa.
As I read it on this website we would not need a visa but would require a visa exemption. Is this correct?

They are wrong. I'm not sure if it's just willful ignorance or if they are purposely misguiding you. Visa services make money when you apply for visa so they have incentive to make you apply for visa even when you don't need one
