I will be on a cruise ship that is in port at Shanghai for a few hours. Do I need a visa to walk around Shanghai before reboarding our ship?

Helmarri, it depends on your cruise route. If it quailifies as the transit route for 24h visa-free transit, you don't need a visa, but you need to get a temporary stay permit in order to walk around the city. Whether you can get it is at the discretion of immigration officers.
