About:240-Hour Visa-Free Transit

Is the 144 hour visa free transit counter open 24hrs a day?

We will be arriving at Pudong Intl Airport in Shanghai at 1:40am in the morning. Will the 144 hour visa free transit counter be open at that early hour? Thank you in advance for answering my question.

The counter is generally staffed as long as there are international flights, but an officer in the general line will be able to process the application as usual if the counter is unstaffed.
