Transit Visa / Layover for <24hrs

If we have layover in Xiamen for less than 24 hrs do we need a transit visa?
Route trip for example:
Taipei to Amsterdam (Layover in xiamen)
Amsterdam to Taipei (Layover in Xiamen)
For Philippines passport and Taiwan passport holders
