You can enjoy 24 visa free transit and not a free visa. The first and the most important detail is that your itinerary is eligible for 24 hour visa free transit and you don't need any kind of visa.
You will print out your flight tickets and you will also book an accommodation in Beijing in advance and bring a printout where this booking will be visible. Also, you will declare at check-in in Taiwan that you will travel to Rome via Beijing using 24 hour visa free transit. After a short check of your flight tickets, you will be allowed to board the plane.
Upon your arrival in Beijing, you will approach 24 hour visa free transit counter where you will apply for a temporary entry permit. This permit is what you are looking for. You will enclose your flight tickets and also an accommodation booking and shortly after the permit will be granted and you will be allowed to exit the airport.
