About:24-Hour Visa-Free Transit

US citizens Cruise stops Xiamen then leaves for Hong Kong

US citizens on Viking Cruise docks in Xiamen takes land tour or 5 hours, then leaves for Hong Kong with onward flight documents. Can we travel on TWOV basis?

OK, so your itinerary is:

Manila - Shanghai - Hong Kong

Your itinerary is definitely eligible for 24 hour visa free transit and you don't need any kind of visa. You will be allowed to exit the ship on a temporary entry permit and you will be able to explore the city being it on your own or with an organized tour.
