no need visa for transiting to PVG from Philippines to US and back to Philippine

Does my parents need to get a visa if they will be transiting in PVG for 11 hours? Or they just have to stay at a transit area for 11 hours? How about going back to the Philippines from USA? Are they required to apply for a visa? Thank you for the reply
