Applying for a tourist visa (L) in a third country

Hi, can I apply for a tourist visa in Australia or some country in south east Asia for mainland China? I am a Swedish citizen with a working visa for Australia.

Yes, you can apply for it in the China Visa Application Service Center in Australia.
