Sweden to Shanghai to Cebu, and back

Hi,

we are travelling to Shanghai from Stockholm (Sweden) and then to Cebu (Phillipines) in March. And then back the same way. Both layovers in Shanghai will be under 144 hours.

In the first one we are arriving from Stockholm (Sweden). But in the second we will arrive from Cebu (Phillipines) but we are travelling to Sweden after that.

Will the 144-Hour Visa-Free Transit apply for both our layovers? Do we apply for it on arrival to Shanghai?
