Hi I will coming from Singapore to Shanghai since the cruise port starts in Shanghai to Japan. I will be arriving on the 13Feb morning then cruise will depart at 4:30pm 13Feb. Will I be able to go out the airport to the cruise port and can I be eligible for the 24hr visa free or do I need to apply for a visa?

You're fine for the 24h twov and don't need a visa.

And if you travel on a Singapore passport, you're allowed to stay in China for up to 15 days without a visa.

As Thomas has already mentioned, you will be fine without a visa because you are eligible for 24 hour visa free transit. The reason is simple, your entire transit time will be less than 24 hours, but you should keep in mind that the times that are taken into account are your scheduled landing by plane, until your scheduled departure by cruise. Also, you will print out your flight and cruise tickets and bring those printouts with you.
