Hi I will coming from Singapore to Shanghai since the cruise port starts in Shanghai to Japan. I will be arriving on the 13Feb morning then cruise will depart at 4:30pm 13Feb. Will I be able to go out the airport to the cruise port and can I be eligible for the 24hr visa free or do I need to apply for a visa?

You're fine for the 24h twov and don't need a visa.And if you travel on a Singapore passport, you're allowed to stay in China for up to 15 days without a visa.
