144 hour visa

I will be arriving in Tianjin via cruise on 12 May and then spending 6 days in Beijing, followed by departure on 18/5, 6pm flight to Australia. The cruise originates in Singapore, the last port of call before Tianjin is Okinawa; can i use 144 hour visa and where can I get it?
