You will qualify for 24 hour visa free transit and you don't need any kind of visa if:

- Your last port of call, immediately before Shanghai, is not in mainland China
- Your flight out of Shanghai, does not have any additional landing in mainland China and in the country where your cruise will have its last port of call, immediately before Shanghai

You will be perfectly allowed to explore the city during your available time and you will be able to choose between several sightseeing buses and bus tours. Please google this phrase: "Shanghai Sightseeing Bus - Travel China Guide" and you will see the offer of bus tours. After you explore this offer, you will decide what to choose during your available time you have in Shanghai.

The reason why you are eligible for 24 hour visa free transit is in the fact that your entire transit time will be less than 24 hours. If only your layover was a minute longer than 24 hours, you would be eligible for 144 hour visa free transit. This 144 hour visa free transit has replaced 72 hour visa free transit in Shanghai a couple of years ago.
