Actually, it depends on the length of your transit time in China. If your transit time in China is less than 24 hours long and if you are traveling from a country A through China to country C, for example:

Manila - Shanghai - Tokyo

Then, you are eligible for 24 hour visa free transit and you don't need any kind of visa.

Quite the contrary, if your transit time in China is longer than 24 hours for just a minute, then you need a visa obtained in advance.
