Why is there such a discrepency in wait times to get your permit? From 2 weeks to 6+ weeks?

What sort of factors determine the speed at which it gets processed? What would contribute to making it happen quicker or slower?

There is nothing you can do on your end. From the NIA's perspective, your nationality, race, age and employer/school are all under consideration. Since 2018, foreign relationship with a particular country is also taken into account. There are no laws that prohibit them from discriminating you in any of the above areas, especially with regards to nationality or race which are clearly factors you cannot control.
