Immigration enforcement is under provincial jurisdiction and they usually do not release information to anyone other than consular officials from your friend's country of citizenship. You can try to contact the embassy or consulate from your friend's country of citizenship yourself, but the embassy or consulate has the discretion to refuse the release of such information unless when authorized by your friend's immediate family members, or when you have the power of attorney.
