Hello I am a UK Citizen flying to Shanghai from Manila

will I be able to get a 144 hour Visa and from Shanghai go to Hong Kong to fly Back to Manila or should I book a return flight to Manila from Shanghai.

Your itinerary:

Manila - Shanghai - Hong Kong - Manila

Under the condition that you don't have any additional landings of any kind is definitely eligible for 144 hour visa free transit in Shanghai area and you don't need any kind of visa. The other option you have mentioned is not permitted.

By the way, I encourage you to use correct terminology because this is not "144 hour visa", but 144 hour visa free transit, so there is no visa at all.
