Can non-native english speakers apply for Z visa?

Hello!

I'm from Morocco and I've been living in China for 7 months now on a family visa, under which I can't work legally.
Will I be able to apply for a Z visa or is it just for native English speakers?

Thanks

In principle, only native English speakers are eligible for the Z visa for teaching English in China.
