Ranjit, of course you are eligible for a visa free transit in China. To be precise, your itinerary is eligible for 24 hour visa free transit and you don't need any kind of visa.
You will print out your flight tickets and have those printouts with you. Also you will declare at check-in in Delhi that you will travel to Vancouver via China (Chengdu and Beijing) using 24 hours visa free transit. After a short inspection, you will be allowed to board the plane.
Upon your landing in Chengdu, you will immediately approach 24 hour visa free transit counter where you will apply for a temporary entry permit. This permit will be granted to you because you will have to collect your luggage and make a new check-in for the continuation of your journey toward Beijing and finally Vancouver. This permit is free of charge.
I understand that you will take an IndiGo flight 6E7303 from delhi to Chengdu and that means that you will have to collect your luggage and recheck for a new flight in Chengdu, but since your next flight portion will be a domestic one, I assume that you will have to collect your luggage and make a new check-in in Beijing too. OK, this is something I really cannot claim, but it is something that you have to take in consideration as possible. The reason why I'm telling you this is in the fact that 2 hour layover in Beijing could be a little too short for all the formalities or better to say for a transfer from a domestic to international flight.
