Ash, unfortunately, you will have to obtain a double entry Chinese transit (G) visa for your entire itinerary. I think that you didn't focus your attention to the fact that Fuzhou is still, according to Tiamtic, ineligible port of entry for 24 hour visa free transit. There are just a few airports in China that are ineligible and Fuzhou is among them.
In reality, recent experiences by several travelers indicate that Fuzhou is in reality an eligible port of entry and there are literally tens of travelers who have used this airport for their 24 hour visa free transit. In other words, if a traveler who has its 24 hour visa free transit via Fuzhou airport, is allowed to travel by the airport authorities of the country from where he/she departs for Fuzhou, then the Chinese authorities will gladly allow him/her the continuation of her/his visa free entry.
Anyway, this is such a risk because some of the airport staff members could take a look at Timatic and he/she will realize that Fuzhou is still listed as an ineligible port of entry for 24 hour visa free transit entry and such a person will likely be denied boarding the plane. Of course, if they call Fuzhou immigration, the traveler will be allowed boarding.
To conclude, the rules posted in Tiamtic tells that Fuzhou is not eligible for 24 hour visa free transit and it would be an unacceptable risk to try to travel on 24 hour visa free transit because you can count to be denied boarding by South Korean airport staff authorities or even by those in France. So, a double entry transit visa is a must.
I can just hope that Fuzhou will be soon removed from the list of ineligible airports in Timatic and that Timatic will soon present the reality that is already occurring right at the airport.
