Vancouver to Beijing to Singapore

Does this qualify for the 144 visa free? Flying from Vancouver to Beijing for 4 days then fly to Singapore.

Yes, it does, of course under the condition that you have mentioned all your stops. You should be aware that another stop within China would disqualify you from being eligible for 144 hour visa free transit.
