No, unfortunately, this is not possible because there is no Shenzhen VOA office at Shenzhen airport and the information that Shenzhen VOA is available only if arriving from Hong Kong and Macau is definitely correct. This website is not updated and I hope they will do it ASAP.
Anyway, you are advised to use 144 hour visa free transit. You can easily use this option by extending your itinerary to Hong Kong. You will just book a ferry from Shenzhen Shekou port to Hong Kong through CKS - Chu Kong Passenger transport website. After a booking, you will receive an e-confirmation that you will print out and bring that printout with you. Also, you will declare at check-in in Kuala Lumpur that you will travel to Hong Kong via Shenzhen using 144 hour visa free transit.
You will book this ferry, but you can do two things:
- You can book a ferry directly for Hong Kong Skypier at HKIA for your flight back to Malaysia or some other country
- You can book a ferry for Hong Kong Macau ferry terminal if you have interest to stay in Hong Kong for some time
As you can see, this is quite an affordable alternative to 5 day Shenzhen VOA and beside the mentioned this 144 hour visa free transit is absolutely free of charge. Of course, you can freely return to Shenzhen by ferry or overland after your visit to Hong Kong and here you will be allowed to obtain a Shenzhen VOA and after that to depart wherever you want.
On more detail. When you travel on 144 hour visa free transit in Shenzhen, you are in reality allowed to travel throughout the entire Guangdong province before your departure by ferry to Hong Kong. Anyway, you should keep in mind that you have to take exactly that ferry that you have bought your ticket for!
