Visa-free transit from a cruise ship for Tianjiin and Shanghai

We will be arriving by ship (CMV Columbus) at Tianjiin on 17 March 2020 from 0600 hours to 2200 hours and then sailing to Shanghai arriving 20 March 2020 at 0800 hours and leaving 2030 hours. Are we eligible for a visa - free transit and if so how do we get this?
