About:China Visa on Arrival

I am holding a Malaysia passport, I plan to travel to zhuhai from Macau. Can I apply for VOA

Unfortunately, Malaysian citizens are not eligible for a Zhuhai visa on arrival at the time being. In reality, the Chinese authorities are granting this visa to Malaysians who have been granted a Chinese visa previously by Chinese embassy or consulate.

Hi, does this means that if I have been to China before, I can get VOA at Zhuhai?
