Can a UK passport holder visiting South Africa get a China visa in SA?

My sister lived in the UK and has a UK passport. She will be visiting in South Africa from early February to mid-May. We are both traveled to China April 24 to May 10. Can she get her Chinese visa (I gather only valid for 3 months) in South Africa or must she get it in the UK before she leaves?

According to the China Visa Center in South Africa, applicants other than South Africans must provide the original and photocopy of permanent residence permit or other temporary residence permits valid for over 6 months beyond the date of intended date of arriving in China. Therefore, I think your sister has to apply for it from the UK.
