About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

is it allowed to fly Hong Kong - Shanghai - Manila to qualify for the 144h visa free?

as the Philippines are not in the list of 53 qualified countries. Thank you.

The list of qualified countries is referring to the nationality of the traveler and not country of travel. This route is allowed under visa free transit rules
